I've now determined that the duck population at the pond was thinned intentionally and I'm assuming they were gently moved to another location because that's the kind of Pollyanna I am. It really was necessary because there were way too many for the size of the park. But apparently it wasn't a moment too soon because... Here they come again (sing it like Dolly Parton).
